For some time after the beginning of the full-scale invasion, you could hear complaints from representatives of local self-government bodies that certain types of purchases were prohibited. Indeed, if you look at the procurement related to repairs of pavement in the Khmelnytskyi city community, it immediately becomes clear that, for example, major repairs over the past two years are more the exception to the rule. During this period, purchases for maintenance prevail.
From the beginning of 2022 to the end of May of this year, the Khmelnytskyi City Council’s Communal Infrastructure Department conducted a total of 55 procurement procedures related to maintenance and repairs and 12 procurement procedures related to the capital renovations. The total expected cost of these purchases is almost 68.7 million hryvnias.
Current repairs
From the beginning of 2022 to the end of May 2023, the Khmelnytskyi City Council’s Communal Infrastructure Department conducted 55 such procurement procedures—14 last year and 41 purchases already in 2023. We are talking about those purchases that have already taken place. The expected cost of purchases in 2022 was 41.57 million hryvnias.
Among the contractors, there are already familiar legal entities. For example, this is Khmelnytskyi Road Construction Department No. 56, being under the influence of People’s Deputy from Khmelnytskyi Serhiy Labaziuk, renamed last year as JSC “URD”. These are “Grand Dorbud” LLC and “ARAME” PE, the founders, and management of which were involved in financing the political party “Symchyshyn’s Team”, which is the political force of Khmelnytskyi mayor Oleksandr Symchyshyn. These are individual entrepreneurs “Mariam Safarian” and “Balaban Yuriy Yuliiovych”, “Trasa” LLC, “Rivneekspresbud” LLC, “BUDMAKSPLUS” LLC, “Arsen Investbud” LLC and Arkhitektonika LLC.
Single capital repairs
In 2022 and part of 2023, the Municipal Infrastructure Administration conducted only 12 procurement procedures for road surface capital repairs. Most of them, 10 purchases, took place last year. Four procurement procedures took place in the form of simplified procurement and open bidding, three procurement procedures – open bidding with special features and one negotiation procedure.
With capital repairs, the picture is the same. You won’t find any new name of legal entities here. They are mainly carried out by the same contractors who do current repairs. These are “BUDMAKSPLUS” LLC, Khmelnytskyi Road Construction Department No. 56 (JSC “URD”), “Grand Dorbud” LLC, as well as “ARAME” LLC and Arkhitektonika LLC.
